The Department of Homeland Security’s (DHS) Operation Stonegarden (OPSG) focuses on enhancing law enforcement preparedness and operational readiness along the land borders of the United States. OPSG provides funding to designated localities to enhance cooperation and coordination among federal, state, tribal and local law enforcement agencies to secure the United States’ land borders.
FY 2008 OPSG provides a flexible framework of funding to support operational efforts along our nation’s land borders. The Department of Homeland Security’s (DHS) Regional Catastrophic Preparedness Grant Program (RCPGP) is an important component of the Administration’s larger, coordinated effort to enhance emergency planning and strengthen the nation’s overall level of preparedness. RCPGP provides funding to advance catastrophic incident preparedness to Tier I and designated Tier II Urban Areas Security Initiative (UASI) Urban Areas. The goal of RCPGP is to support an integrated planning system that enables regional all-hazard planning for catastrophic events and the development of necessary plans, protocols, and procedures to manage a catastrophic event.

A FEMA program. Grants are awarded to fire departments to enhance their ability to protect the public and fire service personnel from fire and related hazards. The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations.

HSGP is a wide-reaching program that funds planning, organization, equipment, training, and exercise activities in support of the National Preparedness Guidelines and related plans and programs, such as the National Incident Management System (NIMS), National Response Framework (NRF), and the National Infrastructure Protection Plan (NIPP). This year, 25 percent of the overall funding must address preparedness planning and mitigating the threat of improvised explosive devices. Tier I and II urban areas will be eligible to use up to 25 percent of UASI funds to support counterterrorism personnel costs and states may use up to 15 percent of SHSP funds for counterterrorism personnel costs. This responds to the needs of cities, giving them additional flexibility in how they choose to use the funding, provided it meets DHS criteria. HSGP includes:

DHS has released the FY 2008 HSGP grant guidance and application kit that will total roughly $1.7 billion in funding for state and local counterterrorism efforts. A core mission of DHS is to enhance the ability of State, local and tribal governments to prepare, prevent, respond to, and recover from terrorist attacks and other disasters. The FY2008 HSGP is comprised of five separate grant programs:
NOTE – The Law Enforcement Terrorism Prevention Program (LETPP) is now under SHSP and UASI - the department is directing that at least 25 percent of funds allocated from both SHSP and UASI build state and local law enforcement terrorism prevention capabilities.
IPP supports specific activities to protect critical infrastructure, such as ports, mass transit, highways, rail and transportation. IPP grants fund a range of preparedness activities, including strengthening infrastructure against explosive attacks, preparedness planning, equipment purchase, training, exercises, and security management and administration costs. The Department of Homeland Security’s (DHS) Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) is an important component of the Administration’s larger, coordinated effort to strengthen the Nation’s overall level of preparedness. NSGP provides funding to strengthen the security of nonprofit organizations that are deemed at high risk of a potential terrorist attack and are located within one of the specific UASI-eligible urban areas.

As of Dec. 20, 2007, DHS provides nearly $34 billion to first responders in smaller communities nationwide.
The application period for CEDAP 2008 is tentatively scheduled to begin in mid-May.
The FY 2008 CEDAP complements the FEMA National Preparedness Directorate’s other major grant programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas.
The principal priority for the FY 2008 EMPG funds is to sustain and enhance catastrophic planning capabilities, to include addressing the findings of the FEMA gap analysis program and similar capability assessment efforts, and assisting state and local jurisdictions to address national and regional catastrophic planning needs. State and local jurisdictions should also continue to focus on addressing state-specific planning issues identified through the 2006 Nationwide Plan Review. In FY 2008, specific planning focus areas of evacuation planning, logistics and resource management, continuity of operations (COOP) / continuity of government (COG) planning, and recovery planning have been identified as national planning focus areas.
