  • ASSISTANCE TO FIREFIGHTERS GRANT (AFG):

    DESCRIPTION: The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations. Since 2001, AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources needed to protect the public and emergency personnel from fire and related hazards. The Grant Programs Directorate of the Federal Emergency Management Agency administers the grants in cooperation with the U.S. Fire Administration. For fiscal year 2005, Congress reauthorized the Assistance to Firefighters Grants for an additional 5 years through 2010.

  • SAFER (Staffing for Adequate Fire & Emergency Response) GRANT PROGRAM

    The SAFER Grant was created to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, "front-line" firefighters available in their communities.

  • HOMELAND SECURITY GRANT PROGRAM (HSGP)

    DESCRIPTION: A core mission of the Department of Homeland Security (DHS) is to enhance the ability of State, local and tribal governments to prepare, prevent, respond to, and recover from terrorist attacks and other disasters. The Homeland Security Grant Program (HSGP) is a primary funding mechanism for building and sustaining national preparedness capabilities. HSGP is comprised of four separate grant programs:

    • State Homeland Security Grant Program (SHSGP)

      Total Funding Available in FY 2008: $862.9 Million

      PURPOSE: This core assistance program provides funds to build capabilities at the State and local levels through planning, organization, equipment, training, and exercise activities. SHSP also supports the implementation of State homeland security strategies and key elements of the national preparedness architecture, including the National Preparedness Guidelines, the National Incident Management System and the National Response Framework.

      ELIGIBLE APPLICANTS: Eligible entities for SHSP are all 50 States, the District of Columbia, Puerto Rico, American Samoa, Guam, Northern Mariana Islands, and the Virgin Islands. Available funds are distributed to each State based upon the risk and effectiveness scores associated with each application and also on a minimum allocation consistent with the statutory formula set by the 9/11 Act. Each State, the District of Columbia, and Puerto Rico will receive 0.375 percent of total available SHSP funds as a minimum allocation and the four territories will each receive 0.08 percent. Effectiveness scores are determined through a peer review of proposed State and Urban Area investments.

    • Urban Areas Security Initiative (UASI)

      Total Funding Available in FY 2008: $781.6 Million

      PURPOSE: The UASI program addresses the unique multi-disciplinary planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas, and assists them in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. This program provides funding to high-risk urban areas based on risk and effectiveness.

      ELIGIBLE APPLICANTS: FY 2008 UASI funds will be allocated based on risk and anticipated effectiveness upon completion of the application review process. The 60 candidates are eligible to apply for funding under the UASI program. The eligible candidates have been grouped into two tiers according to relative risk. Tier I includes the seven highest risk areas; Tier II includes the other 53 candidate areas.

    • Metropolitan Medical Response System (MMRS)

      Total Funding Available in FY 2008: $39.8 million

      PURPOSE: MMRS grants support local preparedness efforts to respond to all-hazards mass casualty incidents, including epidemic disease outbreaks, natural disasters, large-scale hazardous materials incidents, and chemical, biological, radiological, nuclear or explosive attacks.

      ELIGIBLE APPLICANTS: As in past years, 124 cities are eligible for MMRS funding. Each of the jurisdictions will receive $ 321,221 to establish and sustain local capabilities.

      FY08 MMRS Grant Guidance

    • Citizens Corps Program (CCP)

      Total Funding Available in FY 2008: $14.5 million

      PURPOSE: Citizen Corps’ mission is to bring together community and government leaders to coordinate community involvement in emergency preparedness, planning, mitigation, response and recovery.

      ELIGIBLE APPLICANTS: Similar to SHSP, the Citizen Corps Program is open to all States and territories using the USA Patriot Act formula. All 50 States, the District of Columbia, and Puerto Rico will receive a minimum of 0.75 percent of the total available CCP grant funding. Four territories (American Samoa, Guam, Northern Mariana Islands, and the Virgin Islands) will receive a minimum amount of 0.25 percent of the total available grant funding. The balance of the CCP funds is distributed on a population-share basis.

  • COMMERCIAL EQUIPMENT DIRECT ASSISTANCE PROGRAM (CEDAP) 2008: UPDATE - LINK : TO BE ANNOUNCED

    The FY 2008 CEDAP complements the FEMA National Preparedness Directorate's other major grant programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas.

  • EMERGENCY MANAGEMENT PERFORMANCE GRANTS 2008

    The principal priority for the FY 2008 EMPG funds is to sustain and enhance catastrophic planning capabilities, to include addressing the findings of the FEMA gap analysis program and similar capability assessment efforts, and assisting state and local jurisdictions to address national and regional catastrophic planning needs.  State and local jurisdictions should also continue to focus on addressing state-specific planning issues identified through the 2006 Nationwide Plan Review.  In FY 2008, specific planning focus areas of evacuation planning, logistics and resource management, continuity of operations (COOP) / continuity of government (COG) planning, and recovery planning have been identified as national planning focus areas.

  • FIRE GRANT SUPPORT


    A FEMA program.  Grants are awarded to fire departments to enhance their ability to protect the public and fire service personnel from fire and related hazards. Three types of grants are available: Assistance to Firefighters Grant (AFG), Fire Prevention and Safety (FP&S), and Staffing for Adequate Fire and Emergency Response (SAFER).   • Y-12 NUCLEAR AND RADIOLOGICAL FIELD TRAINING CENTER

    A site used for nuclear research in Oak Ridge, TN during the Manhattan Project is now the Y-12 National Security Complex's Nuclear and Radiological Field Training Center - the only facility of its kind in the world. Widely recognized as the National Nuclear Security Administration's "Fort Knox of Uranium", Y-12 now offers training for specialized military and emergency management units that include: real nuclear and radiological materials, hands-on training in a secure environment, 20,000 ft2 of high bays, customized training scenarios, trainers with decades of experience in non-proliferation, counter-proliferation and consequence management missions, specialized Radiological Dispersion Device (RDD)/Improvised Nuclear Device (IND) training.
