The SAFER Grant was created to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, "front-line" firefighters available in their communities.

- ASSISTANCE TO FIREFIGHTERS GRANT (AFG):
DESCRIPTION: The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations. Since 2001, AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources needed to protect the public and emergency personnel from fire and related hazards. The Grant Programs Directorate of the Federal Emergency Management Agency administers the grants in cooperation with the U.S. Fire Administration. For fiscal year 2005, Congress reauthorized the Assistance to Firefighters Grants for an additional 5 years through 2010.

- HOMELAND SECURITY GRANT PROGRAM (HSGP)
DESCRIPTION: A core mission of the Department of Homeland Security (DHS) is to enhance the ability of State, local and tribal governments to prepare, prevent, respond to, and recover from terrorist attacks and other disasters. The Homeland Security Grant Program (HSGP) is a primary funding mechanism for building and sustaining national preparedness capabilities. HSGP is comprised of four separate grant programs:

DESCRIPTION: This core assistance program provides funds to build capabilities at the State and local levels through planning, organization, equipment, training, and exercise activities. SHSP also supports the implementation of State homeland security strategies and key elements of the national preparedness architecture, including the National Preparedness Guidelines, the National Incident Management System and the National Response Framework.
FY08 SHSGP Grant Guidance - Urban Areas Security Initiative (UASI)
DESCRIPTION : The UASI program addresses the unique multi-disciplinary planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas, and assists them in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. This program provides funding to high-risk urban areas based on risk and effectiveness. FY08 UASI Grant Guidance
- Metropolitan Medical Response System (MMRS)
DESCRIPTION: MMRS grants support local preparedness efforts to respond to all-hazards mass casualty incidents, including epidemic disease outbreaks, natural disasters, large-scale hazardous materials incidents, and chemical, biological, radiological, nuclear or explosive attacks.

DESCRIPTION: Citizen Corps' mission is to bring together community and government leaders to coordinate community involvement in emergency preparedness, planning, mitigation, response and recovery.

The FY 2008 CEDAP complements the FEMA National Preparedness Directorate's other major grant programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas. - INFRASTUCTURE PREPAREDNESS PROGRAM (IPP) 2008:
IPP supports specific activities to protect critical infrastructure, such as ports, mass transit, highways, rail and transportation. IPP grants fund a range of preparedness activities, including strengthening infrastructure against explosive attacks, preparedness planning, equipment purchase, training, exercises, and security management and administration costs. IPP is comprised of five separate grant programs:
- Transit Security Grant Program (TSGP) - protect critical transit infrastructure from terrorism
FY08 Transit Security Grant Program - Guidance & Application Kit - Port Security Grant Program (PSGP) - to enhance access control and credentialing, protect against IED and other non-conventional attacks, and conduct disaster-response training
FY08 Port Security Grant Program - Guidance & Application Kit - Buffer Zone Protection Program (BZPP)
- to safeguard critical infrastructure sites from terrorist site surveillance or attacks with a focus on public-private partnership and fusion center coordination
FY08 Buffer Zone Protection Program - Guidance & Application Kit - Trucking Security Program (TSP) - to identify and recruit highway professionals (carriers, drivers, first responders, highway workers) to actively participate in an anti- terrorism and security awareness program, as well as implement training programs
FY08 Trucking Security Program - Guidance & Application Kit - Intercity Bus Security Grant Program (IBSGP) - to prioritize vulnerability assessments, security plans and preparedness exercises

- COMMERCIAL EQUIPMENT DIRECT ASSISTANCE PROGRAM (CEDAP) 2008: UPDATE -

As of Dec. 20, 2007, DHS provides nearly $34 billion to first responders in smaller communities nationwide.
The application period for CEDAP 2008 is tentatively scheduled to begin in mid-May.
The FY 2008 CEDAP complements the FEMA National Preparedness Directorate's other major grant programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas.
- EMERGENCY MANAGEMENT PERFORMANCE GRANTS 2008
The principal priority for the FY 2008 EMPG funds is to sustain and enhance catastrophic planning capabilities, to include addressing the findings of the FEMA gap analysis program and similar capability assessment efforts, and assisting state and local jurisdictions to address national and regional catastrophic planning needs. State and local jurisdictions should also continue to focus on addressing state-specific planning issues identified through the 2006 Nationwide Plan Review. In FY 2008, specific planning focus areas of evacuation planning, logistics and resource management, continuity of operations (COOP) / continuity of government (COG) planning, and recovery planning have been identified as national planning focus areas.

A FEMA program. Grants are awarded to fire departments to enhance their ability to protect the public and fire service personnel from fire and related hazards. A site used for nuclear research in Oak Ridge, TN during the Manhattan Project is now the Y-12 National Security Complex's Nuclear and Radiological Field Training Center - the only facility of its kind in the world.
